Without this, overfishing would cause amajor shortage of fish in lakes rivers and streams and you would have troublecatching anything. In regards to the poor, all fishing doesn't require a license. In my state at least, fishing with live bait (minnows, crickets, chicken livers) is legal using a rod and reel.
