It starts when the license is purchased in most places but some places will count the time ( a full 24 hours from time of purchase) as a full day. It's a cheap way to get ya but if i ruled the world, 24 hours would mean 24 hours a day and I'd include leap year , day light savings time and memorial day all at once to give ya one extra day of fishing.
