UK: When fishing from the beach, are there only certain times/ areas that are open to anglers?

Dan asked:

I would like to get started in fishing, and I live only ten minutes away from the Weymouth and Portland coastline. It would be very easy for me to head down to the beach and fish there.

What I’d like to know is, can I just wander down to any stretch of beach, at any time of day, and fish?

Thanks!
