I know it isn’t salmon season but I remember last year when I went salmon fishing, their were dead fish right before the spawning ground. The only reason I could come up with is people caught and released their fish and they died of exhaustion. I haven’t caught anything yet but next time I go, I want to know if I should keep the fish. I catch and release but if the fish will die, I might as well keep it.
