Why is it required to have a fishing license to fish?

The way I see it, man didn’t put the fish in the ocean. Therefore he should not make people pay for a fishing license to be able to fish. What about poor people who have to can’t afford to pay for fishing licenses and have to catch fish in order to support their family so they won’t starve.
