What levels do you have to be to use fishing poles in runescape?

when you use bow and arrows you have to be a certain level to use each one just like the other items in runescape. but most items lvls required are told when you click on levels and then the category. the only thing is. it doesnt say the levels for fishing. so if anyone knows any of them please tell me!
