What determines whether or not you need an out-of-state fishing license?

I’m a college student living on campus in a different state than my home address, but my brother is nearby and we both like to go fishing, but are unsure which type of license I need. Do I qualify for a resident license or since my address is another state, am I out-of-state? Or does it depend on the state?
For reference, I’m in college in Alabama and cost isn’t an issue, I juswas just curious.

How Should i Convince my Brother to go fishing with me, even know its a long drive and its cold outside?
