I grew up doing quite a bit of backpacking (as a Boy Scout) in the L.A. area, but I don't recall any decent fishing on any of those trips. I recall getting decent numbers of planted rainbows out of a section of the Sespe Creek in Ventura County, but that was on private land and was a drive-in trip.

There might be some reasonable trails around the Big Bear area, but again, the only fish I caught up there were out of the lake itself.

If you head a few hundred miles north to Sequoia/Kings Canyon and farther, then there's plenty of great hiking and good fishing.

I'm not at all familiar with the mountains east of San Diego (Cleveland National Forest), but they get up to 4000 feet and there may be fish there, so it might be worth looking into.

So far as I know, you'll have to run up to the Sierra's. You can use Mammoth Lakes or north as a base and go out from there. There are some nice high country lakes that you have to hike into. Check with the Forestry folks for maps and directions/closures/permits.
