It depends. I really try to get out there WHILE it's raining for cats. Find where water is running in, put live or cutbait on your hook, cast, and catch. Generally I have best luck when the lake/river is rising or high than when it's low or falling. So you know, turbid water is what big flathead like best (and they seem to prefer live bait as well).

The rain should generate a current in the waters at some place or another- I have found the catfish bite best when there is some current in the water. Bass can be caught if you happen to find a run out.

Go for it! you should still catch, it may have even "stirred the bottom up" releasing more food into the water, so you may have more chance of catching!

I would think on the river the fishing would be quite good after a rain.

Hmm... I dono about these other people.

But I've pulled just as many cats out during the rain... But that's using stink baits. I bet using jigs/lures wouldn't be as good because I think a bunch of fish use their lateral line to hunt.

But I personally, have had good catfish experience with rain.

Rain won't slow what I'm doing EVER... It's the lightning/thunder that'll make me run for it. I don't wanna be holding a 5 or 6 foot lightning rod next to a lake (probably next to trees), when lightning comes down.

it was probably better if it is a warm front, but it is the same after a cold front, but the bite.s a little slower. the more stable the weather, the better the fishing is.

Rain is probably not going to effect pan fish. I have had some lousy bass fishing days after hard rains. I was always told by the guy who taught me bass fishing that rain messes with the PH levels in the water.

Always remember that old saying about Crack Cocaine and fishing in or after a rain:
"You'll never know until you try it."
