I am disabled myself living in Alabama. What I done was I went to our county court house in the license division and asked for a disabled fishing license form. I then took the form to my family doctor and they acknowledged I was permanently disabled and completed the form. I then took the completed form back to the license department, paid one dollar and was issued a lifetime state fishing license.

Now I'm pretty sure the same steps apply in all states so get your friend's ID and get them fixed up to fish. catfishingonalowbudget

Depends on where you live.. check the web site for your state..
All states have different rules and laws to you must check with the state YOUR fishing in.

In New York only blind get free last time I checked and 40% or more Military disabled get a huge discount. All others pay full price.
The computer that prints out the lic. has all the prices once the info is put into it about the buyer.. There is a form the VA issues for the 40% or more disabled to keep on file so is left with the issuing agent. Bruce M

Had you said where you were the issue would have been resolved with only a click of the mouse. Now, you'll have to check with your State's Fishery Department and hunt down the license section. You will have to contact them, provide proof of disability and get the license. Most states do not charge a fee for the disabled but you'll have to find that out through the legalities in the license section. ~good luck catchin'. Chimp dancer

You go directly to the office that dispenses licenses, not a sporting goods store. They must apply in person and have proof of disability. I am in California.

You should find out who enforces fishing regulations in your state and speak directly to them. The sporting goods store can tell you who to call abalone_girl
