How are fishing pole elastics rated?

I am new to fishing with a pole and i cant understand how elastic is rated. Is for example size 12 elastic the same as 12Ib fishing line? And also how would you set it up to the bottom half of the line i understand the Ib of line used has to be higher at the top and going lower to thinner line at the bottom please help.
